EU Funding & Japan–Netherlands Cooperation Opportunities: Japan’s Association to Horizon Europe
Dear Sir or Madam,
Greetings from the Economic Section of the Embassy of Japan in the Netherlands.
We would like to share the following information regarding Japan’s association with Horizon Europe, which has opened up a framework allowing Japanese companies and institutions to receive EU research and innovation funding.
Horizon Europe is the EU’s core research and innovation funding programme, with a total budget of €95.5 billion, making it the largest programme of its kind in the world.
In December 2025, Japan and the EU reached a substantive agreement on Japan’s association with Horizon Europe (limited to Pillar II), and the formal signing procedures are currently underway.
Once the agreement is signed, Japanese organisations will be able to participate in Horizon Europe projects on an equal footing with EU Member States and associated countries, including acting as project coordinators and signing grant agreements to receive funding directly from the EU.
Until now, while participation as a third country was possible, Japanese organisations were not eligible to lead projects or receive funding from Horizon Europe.
Although the process is currently at the stage of substantive agreement, applications have already been open to Japanese organisations in their capacity as an associated country since January this year. Please note that, in the event of selection, the disbursement of grants will take place after the formal signing.
For institutions based in the Netherlands
With Japan’s association, participation by Japanese organisations in Horizon Europe is expected to increase significantly.
If you are considering applying to Horizon Europe, we would appreciate it if you could keep in mind that Japanese partners can now participate as an associated country and explore potential collaboration opportunities with Japan.
For institutions based in Japan
The Horizon Europe Work Programme 2026–2027, which will be open to Japan following association, has been published on the European Commission’s website.
If you are interested, we recommend participating in relevant information sessions and consulting the dedicated Horizon Europe website of Japan’s National Contact Point (NCP), the EU–Japan Centre for Industrial Cooperation.
Should you consider applying, we strongly encourage you to begin preparations at an early stage. Please note that call information is updated on a rolling basis.

【ご案内】EU資金活用・日蘭協力の機会：日本のHorizon Europe準参加
在オランダ日系企業及び日本と関係の深いオランダ企業の皆様
お世話になっております。在オランダ日本国大使館経済班の中田と申します。
この度、日本の「Horizon Europe」への準参加により、EUから研究開発資金を受給できる枠組みが、日本企業にも本格的に開放されますので、情報提供させていただきます。
「Horizon Europe」は、EUの研究開発支援の中核枠組みであり、予算額は955億€（約15兆円）で、世界最大規模のものです。
2025年12月、日・EU間で、日本の「Horizon Europe」への準参加（柱２のみ）について実質合意に至り、現在、署名手続きを進めております。
署名完了後は、日本の機関がEU加盟国及び準参加国と同等の立場（プロジェクトリード、契約締結・資金受給等）でプロジェクトに参加可能となります（これまでも、第３国としての参加は可能でしたが、プロジェクトを主導することはできず、「Horizon Europe」から研究費助成を受けることはできませんでした）。
現在は実質合意段階ではありますが、すでに本年１月より準参加国として応募が可能となっております。なお、採択された場合の助成金の受給は署名後となります。

日本の準参加により、「Horizon Europe」への日本の機関の参加が一層進むことが見込まれます。「Horizon Europe」への申請を検討されている場合には、日本が準参加の立場で参加可能となる点を念頭に置いていただき、日本との協力の可能性をご検討いただけますと幸いです。

準参加後の公募対象となりますホライズン・ヨーロッパWork programme 2026-2027は欧州委員会のホームページ上で公開されております。本プログラムにご関心がある場合には、関連する説明会への参加や、日本のナショナル・コンタクト・ポイント（NCP）である日欧産業協力センターの「Horizon Europe」特設サイトをご参照いただくことをお勧めいたします。その上で、申請を検討される場合には、速やかに申請準備を進めていただくことを推奨いたします。なお、公募情報は随時更新されますので、ご留意ください。
